- Perform work that involves recruiting, examining, selecting and placing employees; conducting job analysis, preparing recruitment and placement products, and issuing referral certificates.
- Provides advice and support to the managers and supervisors in all areas of recruitment and staffing.
- Ensures compliance with merit staffing plans for employees in and outside the bargaining unit with OPM and the USDA regulations and policies.
- Provide primary recruitment and staffing services for positions through the GS-15 level.
- Interprets and evaluates questionable or discrepant information and synthesizes intricate information to arrive at legally supportable conclusions.

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0201, Human Resources Management Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Specialized experience is experience directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing guidance and assistance to management and employees on human resource issues; interpreting and applying laws, regulations, and policies pertaining to staffing & recruitment to internal placement, merit promotion and delegating examining hiring; using established procedures to conduct job analysis; determining applicant qualifications; identifying problems and recommending appropriate action to management; offering advice, suggestions and/or alternative staffing options or solutions to both applicants and managers; providing guidance on developing vacancy announcements. Researching and gathering information in support of position classification or position management studies.
Time in grade: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
