    Duties Summary

    This position is located in the Bureau of Intelligence and Research, Office of Technology and Innovation (INR/TIO). The incumbent serves as an IT Specialist (SYS ADMIN), exercising overall responsibility for the continuing functionality of all servers in the Bureau’s enterprise Local Area Network (LAN) that supports Department-wide mission-critical functions.

    Responsibilities
    • Develops procedures for responding to new threats to systems confidentiality, integrity, and availability; advises other IT Specialists concerning system level errors.
    • Ensures the accomplishment of system modifications and enhancements; reviews proposed regulations and procedural changes to assess impact on the system; conducts implementation evaluation of systems to identify and resolve problems.
    • Advises other specialists and managers of new or enhanced IT systems, providing on the job and formal training; identifies the need for and recommends revisions to planned systems.
    • Troubleshoots and investigates systems problems, working directly with customers, develops briefings and presents them to management on proposed new systems.
    • At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

    Qualifications

    Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.     Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
    Applicants applying for the GS-12 grade level must meet the following requirements:
    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    • Attention to DetailAttention to detail in applying IT concepts and methods to interpret policies, procedures, and strategies governing the delivery of IT services.
    • Customer ServiceUses customer service principles in providing on-the-job and formal training.
    • Oral CommunicationSkill in oral communication to design solutions to systems issues and present briefings to management.
    • Problem SolvingSkill in resolving complex IT systems issues to ensure the availability of IT applications and services.

    AND
    Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    • Experience configuring various computer systems/technologies, to include Microsoft Windows, Active Directory, VMWare, and PKI.
    • Experience working in a help desk environment to include communicating via email and telephone, resolving trouble tickets, and briefing/training customers.
    • Experience performing backups, patching, and network and system troubleshooting.

    There is no substitute of education for specialized experience for the GS-12 position.
    Applicants applying for the GS-13 grade level must meet the following requirements:
    Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

    • Attention to DetailAttention to detail in applying advanced IT concepts and methods to develop and interpret policies, procedures, and strategies governing the planning and delivery of IT services throughout an organization.
    • Customer ServiceUses advanced customer service principles in developing and providing on-the-job and formal training, and in coordinating the resolution of system problems.
    • Oral CommunicationSkill in oral communication to design and develop solutions to systems issues and prepare and present briefings to senior management on complex technical issues.
    • Problem SolvingSkill in analyzing, evaluating, and resolving complex IT systems issues, and developing and enhancing the availability of applications and services throughout an Organization.

    Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    • Experience configuring various computer systems/technologies and supporting the users of these systems/technologies (to include Microsoft Windows, Active Directory, VMWare, and PKI).
    • Experience dealing with customers in a help desk environment to include communicating via email and telephone, assigning trouble tickets, staff resourcing, and briefing/training customers.
    • Experience working in a data center and performing backups, patching, network and system troubleshooting, and writing related standard operating procedures.
    • Experience troubleshooting router and switch issues, operating systems, and Windows server roles to include DNS, DHCP, Active Director, Group Policies, and File/Print services.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
    There is no substitute of education for specialized experience for the GS-13 position.
